This should be a follow-up of bug 20819 (adding a consent form).
A script (preferably cleanup_database) should take care of the registered
refusals (or unsubscribe requests).
Based on some preferences and corresponding time frames, we should lock
accounts, anonymize patron data and finally remove patron data.
