To recreate:
1. Enable system preference DisplayMultiPlaceHold
2. Set a limit for number of holds in issuing rules
3. In staff client make a search
4. Select more records than is limit set in 2.
5. Place a hold on this set and confirm - the patron has more holds than is
limit
6. Repeat in opac - the number of holds is not more then limit, but on confirm
page there is no message about it
