And since you brought the topic up, I don't think AllowItemsOnHoldCheckout should be used for renewals because libraries at least in Finland, and I would guess elsewhere, want the item to be returned as quickly as possible if there are holds for it (that cannot be satisfied by other items), and not when the maximum amount of renewals has been reached.
