When trying to use the planning function in Acquisitions/Budgets, Koha does not
retain the values entered for month/itemtype/library, when entered either
manually, using autofill, or a combination of both. Once figures have been
entered and save is clicked, all the figures revert to zero. Noticed in
18.05.07 and confirmed in 18.11.00.
