Just like we have a lowest priority toggle for a hold, we need a highest
priority toggle.
Sometimes, we have an item that needs to go through some updating or
processing, and so we place an item on hold and bump it to the top of the list.
But sometimes someone else will place a hold and bump it to the top of the
list and it will go above that hold.
We either need:
A) A single highest priority per item toggle
or
B) A highest priority toggle that keeps the hold glued to the top, and when
others are added, they go below previous highest priorities, and cannot be
bumped above them.
