TO recreate:
Create a staff with only catalogue and routing_list permissions
Have a serial existing (or create with a staff who has permission)
Login as new staff
Find the serial
Click 'Create routing list' (should say add to/view?)
Try to search for patrons
Processing appears indefinitely
Sign out, give that staff edit_borrowers permission
All works?!?
