It looks like in the dim and distant past there may have been a process
wrapping a workflow whereby patrons could opt to replace a lost item themselves
as apposed to paying a replacement fee.
I believe that was the use case for the 'Rep' accounttype that was removed in
bug 22564.
This bug serves as a reminder of that functionality and perhaps one day we may
wish to re-impliment such a feature.
