The "Do not notify" column is misleading and is being addressed in bug 22744,
but we do need a true "Do not notify" option, that would allow notices to be
seen in the patron's notices queue, but is not actually sent out in any way.
Right now if you use the current "Do not notify" option, a print notice is
still generated. There is no way to disable printing unless you select another
method.
