That's why I said it is maybe out of the scope of this bug ;) I'm just mentioning that in case the people willing to work on this bug are not aware of this "convention", as it might have an influence on how they will do it. I think it has several advantages over the current method and, as a developer, I *really* appreciate when a project has an up-to-date changelog at the root of the source repository.
