It appears that from 18.11.03 (maybe earlier), patrons that are
created/imported through the API does not get messaging preferences set as
specified in the system preferences ("Default messaging preferences for this
patron category"). This should work in the same way that messaging preferences
are set for patrons created in the GUI.
