Bug 17178 introduced the Mottie on screen keyboard
https://github.com/Mottie/Keyboard for the advanced cataloguing screen.
It enabled all layouts (and languages) currently available in the upstream
project by default. This leads to a large list to select from where many will
likely never be required by the end users. We should add a system preference to
allow limiting that list down to the most popular layouts for the locality of
the installation.
