Libraries need to be able to use dropbox mode to prevent the fine calculation from happening in the morning when they are checking in books that were put in the dropbox the night before. Right now in 3.8, they are not able to backdate the checkin date, so fines are being incorrectly charged on all books that come in from the dropbox. That's a lot of extra fines to remove manually every single day!
