Adds superserials permission "Manage subscriptions from any branch". Permission
on subscription: superserials permission will let a librarian manage any
subscription, otherwise subscriptions can be managed only by a librarian of the
branch of the subscription (for libraries with independantbranches=ON). (Don't
take into account 'cannotedit' value from C4::Serials subs)
Hide other branch's subscriptions: "Set $sub->{'cannotedit'} for subs the user
should not see. If a subscription is not linked to the current working branch,
hide it.
