If a library has the system preference, ReservesNeedReturn, set to
Automatically; when an item level hold is placed- regardless if the item is
checked out, the hold goes right to Waiting.
This should not go to Waiting when the Item is checked out. It should be an
item level hold until the item has been checked in.
