Figured out why the news items weren't displaying - I was picking today's date when adding, and my local machine time was ahead of koha-testing-docker. Changed date to an early one to resolve this. The only thing I noticed was the filter for 'Display location'. If you select the Librarian Interface there are no results. However, this was happening before the patches were applied. I can create a new bug for this.
