If you discharge the item TWICE at library A when sending it to library B the
first action sets the current location to library B but the second one brings
it back to library A. It's a pretty easy workaround that sort-of works. (We
have returns sorters at some of out libraries, so that can complicate things
where one discharge scan has already happened by the time the staff member goes
to the exceptions bin to sort out what needs to go where.)
