Currently if a staff member does not have edit_borrowers permission, and
HidePersonalPatronDetailOnCirculation is set to hide, that staff member cannot
see patron contact information on moremember.pl. However, they can still see
contact information in the search results on circulation.pl if the columns are
configured to show address and phone number information.
Staff members without edit_borrowers permission should be blocked from seeing
the address and phone number columns on circulation.pl without having to
disable those columns for staff who do have edit_borrowers permission.
