Bug 20436 allows for customization of when itemtypes switch to long overdue.
However, overduerules.pl sets fixed lengths of time for each type of notice.
Overduerules.pl needs to be set according to how you are using the new feature.
Either the interface needs to change so we can mirror when items go long
overdue, or better yet, we should change overduerules.pl to both do what bug
20436 does and define when the notices are triggered, all in one. It doesn't
make sense to have them work differently, or have to set these rules in two
different locations.
