Koha 18.11.x the cronjob process_message_queue.pl fails if any notice has not
to_email_address.
Test plan:
Set up a user without email address
configure notes for item check in and item checkout (or any other notice)
you won't receive any email because there is no to_address
possible solution a default address if no email defined at user account.
