I'm testing the ILL module with the Free form backend. I noticed the email to
partner libraries is hardcoded in the pm file. This means that it doesn't work
in multilingual environments.
I think it should use the letters in Notices & slips. That way, we can make the
letters mutilingual and send the right language according to the partner
library preference.
