To recreate issue:
- find/create a checkout with an accruing fine
- pay off accruing fine in full
- check item in backdated so the final fine is less than the amount paid
- fine is retained on patron account with a negative amount due
- because this is a negative fine rather than a true credit, it cannot be
reconciled
To fix this, we should set the amountoutstanding of the fine to 0 and generate
a credit for the overpaid amount.
