Edge case, found while trying to recreate bug 24855:
To recreate:
1 - Check out an item with a replacement cost to a patron
2 - Ensure fees are charged when lost
3 - Mark the item lost
4 - Pay the fee
5 - Check out the item to the patron
6 - Item is not checked out
7 - Credit is issued
