I propose duplicating the system preferences "save" button in a toolbar at the
top of the system preferences page which will "stick" to the top of the page as
you scroll down, just as the save button on addbiblio.pl does. This would make
it easy to save your changes without scrolling all the way to the bottom of the
screen.
The toolbar would not appear when the page displays search results since in
that situation multiple save buttons might appear on the page.
