This is a regression from a previous workflow:

Before 19.11

1. From an Adult Account, choose Add Guarantee
2. On the Guarantee's account, you will see the Guarantor's information already
linked to the guarantee's account.


Currently 19.11
1. From an Adult Account , choose Add Guarantee
2. On the Guarantee's account, Koha is asking for staff to search and apply the
guarantor to the record, although the guarantor is where this process started.
3. If staff do not look up and attach the guarantor to the new guarantee
account, Koha will save account without linking.
