Another alternative would be to make sure data can be properly decoded before
storing it in the database. Then you only have to handle the errors / check the
exceptions in places where MARC records enter the Koha system (e.g. bulk
imports, Z39.50, maybe there are others). With this approach, you can consider
any decoding exception for MARC data from the DB to be "unchecked", since it
should not happen unless there is a bug.
