Possibly related to Bug 21268?
Libraries would like to be able to charge shipping to funds with no money
allocated (since it's often an amount that needs to be tracked but isn't
specifically budgeted for). Currently, if the amount allocated for a fund is 0,
the fund is not shown when picking a fund for shipping.
