How to replicate bug:
- disable pickup on TEST branch
- select TEST as current branch
- try to make a hold on some title with homebrach different that TEST
- you get error: Cannot place hold, No items are available to be placed on
hold.
- you see error: libraryNotPickupLocation at column Hold
