Reading the code I don't think it's what happens. If CanMarkHoldsToPullAsLost is on, the item will be mark as lost, however if you have something in UpdateItemWhenLostFromHoldList but CanMarkHoldsToPullAsLost is off, then UpdateItemWhenLostFromHoldList will not be applied.
