To recreate:
- Place a bib-level hold on Biblio A
- Place an item-level hold on Biblio B for the same patron
- merge Biblios A&B
- patron now has both a bib level hold and an item level hold on the same
record
We broadly forbid this type of mixed holds for the same patron. Should we
prevent it here, too?
