I think it would be a nice enhancement actually - sending emails without
agreement can be quite problematic in some contexts. This is an optional
feature now, but it's one of the reasons I filed bug 26282. We could also think
of making it depending on the holds pickup notice being checked, but a separate
option might be better long term.
