Hi Ulrich, that doesn't really answer my question, but I'm glad that your
solution is working for you. 

I am interested in finding a more long-term solution, so maybe you can help me
by providing some more information. 

If you can provide more information about the number of columns per row in the
CSV, that could be useful. 

Also, what options are used for /cgi-bin/koha/tools/import_borrowers.pl? If
possible, it would be great if you could take a screenshot and upload it here.

I can look at trying to reproduce this issue, and then working out exactly why
it's not working in Plack.

While I believe that your solution works, it really is more of a workaround,
rather than a fix. And I'm really interested in fixing this.
