If the bug is indeed major and a fix is there it would be a shame to not have it in the current stable branches. The related instances having to wait till the upgrade to 20.11. That's option 1. option 2 would be push to master (and backport) the current bugfix and open a new ticket for the heavier refactoring. With the risk of that happening in a very distant future. option 3 would be to do the heavier refactoring and cleaner fix in the short term and when it's in master, then the bugfix from this ticket could go to the stable branches.
