Patron A has a hold waiting for pickup. Circ rules permit multiple holds per
record, and sys pref AllowHoldsonPossession is set to Allow. Patron cannot
place another hold on that same bib record - error message says "Patron already
has a hold", however, if there are multiple items on the bib record, the hold
is permitted.
Behavior should be consistent and allow hold regardless of how many items are
attached to the bib record.
