When registering on an OPAC and submitted the form through a computer (Google
browser) - if refresh is clicked, there is an alert that re-submitting could
cause the process to go through again. If user does click continue, another
registration will go through. If doing this self registration through a smart
phone, there is no error and refreshing will cause another registration to go
through.
