When creating a news item, display location defaults to a blank value, which is
interpreted as "All." As we move more OPAC content into news, "All" becomes
increasingly problematic. Currently, a news item set to show in all locations
is repeated in 7 places on the OPAC.
I suggest we default to showing on the staff interface only. I don't think we
can make any assumptions about what going to be right most often, and
defaulting to the staff interface is the least disruptive if someone forgets to
change it.
