The manual's FAQ includes a section that explains various coded values from the
database:
https://koha-community.org/manual/latest/en/html/faq.html#codes-stored-in-the-database
We should add the numeric codes from circulation_rules to this section. For
example, the holdallowed rule is stored with these codes:
0: no holds
1: home library
2: any library
3: hold group
