Koha's default debit include LOST and NEW_CARD, both of which are preset to be
available as manual invoice types. Libraries that don't wish to use these as
manual debit types have no way of changing this, since these debit types cannot
be edited.
Full edit/delete access to these debit types could make a real mess, but one
should have the option to toggle manual invoicing on and off.
