We have several system preferences where the user is supposed to enter a patron
category, but it's a text input. These should offer selections of existing
patron categories to prevent data errors.
Ideally we'd have two ways to configure the preferences: As a single <select>
("choices" in the pref file) or multiple select ("multiple" in the pref file).
