To recreate:
- set borrowerRelationship syspref to contain only "guardian"
- create a CSV containing one patron, in a category that can have a guarantor
- make sure your CSV contains a guarantor_id for an existing patron who can
have guarantees
- make sure your CSV doesn't contain "guardian" for the relationship
- attempt to import your CSV with the Import Patrons tool
- get a server error about an invalid relationship
