The datatables wrapper seems to add an extra div when compared to tables
without the wrapper.
<div class="*_table_controls"></div>
The div gets added after the table heading and before the table wrapper. So
far, it always appears to be empty but leaves whitespace so the heading doesn't
appear to belong to the table.
This can be clearly seen on the Cities page.
