It would be great if the self reg form could be customized per branch with
information about receiving your physical card, showing patron attributes that
only some libraries offer, etc.
On other bugs I've seen it discussed that you'd probably have to make it a 2
step form, 1 to select the branch and then 1 for the rest of the information.
If we did that, the news feature could probably be used for the per branch
self-registration information.
