So I think we should really leave the clarification to a separate patch as suggested. NoticesLog makes sense for all changes done in Tools > Notices and slips. We should only deal with that here, the other thing is a separate issue and looks like it requires careful untangling. It's also something we should not "hide" here so it's easy to spot in release notes.
