Further investigation suggests that CSS content will be read by screenreaders
unreliably but enough of the time that we shouldn't use it for this.

Using CSS is definitely more maintainable than going back to "@rsaquo" even if
we add an aria-hidden attribute somehow. I think we should think about
alternatives to the slash that can be pure CSS.
