To recreate:
1 - Set title (or any other patron field) as both mandatory and unwanted across
the sysprefs BorrowerMandatoryField, BorrowerUnwantedField,
PatronSelfModificationBorrowerUnwantedField, and
PatronSelfRegistrationBorrowerMandatoryField
2 - On the staff client, edit an existing patron and confirm that title is
hidden and not mandatory. Make a new patron and confirm same.
3 - Log into the OPAC as an existing patron, go to your personal details,
confirm title is mandatory and not hidden.
4 - self-register a new patron on the opac, confirm title is mandatory and not
hidden
My biggest goal here is consistency -- whichever preference they give priority
to, it should be the same on both staff and OPAC. I slightly prefer giving
priority to the mandatory sysprefs.
