It could be helpful to be able to exclude an entire patron category from fines
without having to create a separate set of circ/fine rules for them - for
instance, library staff or youth. If it were a new section set in ‘Circulation
and fine rules’, it could be defaulted for all libraries or customized per
library, which would allow for a good deal of flexibility.
