The following is totally out of scope but inspired by the above:

What if default values in koha-conf.xml were determined based on a "profile"
provided for koha-create? 

By default, we'd have permissive values, so that inexperienced people could
have the most power possible through the Web UI, since they might not have a
sysadmin to update the backend. 

But we'd have a more restrictive profile that vendors and more experienced
people could use to have more locked down/secure Koha instances.

I'm trying to think of an approach that could make everyone happy...
