to recreate:
- turn on DefaultHoldExpirationdate, place a hold, confirm it has an expiration
date
- turn off DefaultHoldExpirationdate, place a hold, confirm it still has an
expirtion date
we're saving "no" rather than 0, which is breaking checks further along.
