Sometimes print are generated as a fallback when a patron doesn't have an
address for a message transport
These messages sit in the DB as 'pending' if gather print is not run
We should have a way to either:
1 - Clean these up (via cleanup database etc) without needing to change status
(i.e. run gather print)
2 - Prevent generation of these messages if they will not be used
