If we type a patron's name into the checkout bar it not takes us to
moremember.pl instead of circulation.pl.
This is an issue as many patrons come in with their ID instead of their library
card and we look them up, especially in small branches.
Some of these libraries are volunteer run and do not have permission to view
the details page (view_borrower_infos_from_any_libraries) and they get an error
message that they can't access that page.
