To recreate:
1 - go to Budgets (/admin/aqbudgetperiods.pl)
2 - have just one active budget that contains no funds
3 - confirm the Actions button for your budget contains "Add a fund," but don't
click it
4 - go to Funds (/admin/aqbudgets.pl)
5 - confirm there is no way to create a fund, only a New Budget button
6 - back on Budgets, use the add a fund option to add a fund
7 - reload Funds, see you now have New, Edit, and Planning buttons and New
contains an option for New Fund
